Background

Development of the site at Oldfold is being promoted by CALA Management Limited (CALA) and the landowners, The Seven Incorporated Trades of Aberdeen Trades Widows’ Fund, through the Local Development Plan process.  Representations were made to Aberdeen City Council (ACC) in December 2009 and September 2010 to encourage its allocation for housing purposes and initial consultation was started with both ACC and Cults, Bieldside and Milltimber Community Council.  The site is included as Opportunity Site OP62 in terms of the Land Release Policy LR1 in the Proposed Aberdeen Local Development Plan.  The Plan envisages the development of 550 house units over two distinct phases; 400 house units in the period 2007-2016 and 150 between 2017-2023.  This Plan was approved by Council on 18 August 2010, after which there was a public consultation period.  In April 2011, the Council considered the consultation responses, agreed not to change the Plan and submitted it to Scottish Government Ministers, with whom it is currently under consideration.  It is estimated that the Council will be in a position to adopt the Plan in Spring 2012.

The land is under the control of CALA and its promotion is being undertaken jointly by CALA and the landowners.  A Masterplan is being prepared which will be submitted for the consideration and approval of the Council in December 2011.  Once approved as Supplementary Planning Guidance (SPG), this document will guide future development on the land.  An application for Planning Permission in Principle will be made for a development of housing, along with the other land uses anticipated in the Plan, following approval of the SPG.

Consultation

CALA has been following the process of community engagement and public consultation, which is required before planning applications can be made and in this case, this process has been combined with the Masterplan preparation in order to avoid possible confusion.

A number of events have been held in or close to Milltimber during 2011 and one purpose of this web page is to allow members of the community to be able to refer back to documents and display material which were used at these events.  Two public events have been held in the Water Wheel Inn, Bieldside taking the form of an exhibition on 23/24 June 2011 and the second on 24 November 2011.  Between them, these events attracted over 210 people and everyone has been given the opportunity to provide feedback to CALA by means of a prepared form, by letter or e-mail.

CALA also held two planning workshops, on 07 September 2011 and 24 November 2011 which were attended by invited representatives of the community, voluntary and pubic bodies and some local Council Members as observers.

Pre Planning Application consultation

The links provided here allow you access to PDF documents which can be opened in your web browser or Acrobat reader (left-click) or saved to your computer (right-click, ‘Save Link As…’).  They appear exactly as they were shown or displayed in June, September and November 2011.  In particular, the exhibition display boards and the PowerPoint presentations can be downloaded although as their file sizes are quite large, this might take some time.  In case they are difficult to read on screen, we have made arrangements for your convenience, to place paper copies in Milltimber Community Association Hall and Milltimber Primary School. These will be available by 19 December 2011 and we would intend to place posters locally in Milltimber to advise when this has been done.

Timescales

The planning consultation processes can appear to be complicated and CALA wishes to avoid that wherever possible. There are some ‘statutory’ timescales which have to be met but this page has been created in order to allow the community and interested parties, to have continuous access to all of the material which has been used to date.

At the November exhibition event, feedback forms asked that further responses should be made to CALA by Thursday 8th December 2011. With this date having passed, we intend that this page should be used an 'information-giving' facility rather than a portal for comments. The material will be kept live on this site and if you have any wish to contact CALA about the development, please either use the e-mail link below or alternatively write to rhowat@cala.co.uk.

Please do not submit any comments at this stage to Aberdeen City Council, as this pre-application consultation is the responsibility of CALA and the Trades, not the Council.  There will be the normal chance to submit any comments on the planning applications to the Council, after they have been submitted.
